Master Clock Generator에서 출력되는 SMPTE Time Code를 입력받아 Serial Data로 변환하여 출력하는 장비로서 Audio File과 같이 정확한 시간동기가 필요한 PC등 장비에 사용한다. 또는 주문에 의해 PC의 제어를 받아 SMPTE Time Code를 출력하는 Up/Down Cpunter로 사용할 수도 있다.
